The Roman leader, Hadrian, was one of “The Five Good Emperors” who ruled justly and is also known for his impassioned relationship with Antinous. He chose to develop and improve his existing empire instead of continuously expanding its borders through endless wars. Hadrian visited every corner of his domain to learn about his lands and look for opportunities to fortify them.
